Consultation has concluded

 The RGS review is focused on select land use and servicing policies; the criteria for a minor amendment; and a review of select RGS Indicators. As well, the review will include updating required information (i.e. demographics) and general housekeeping amendments.

Between 2018 and 2024 the RDN, member municipalities and other partners came together to update the Regional Growth Strategy (RGS). The purpose of the review was to improve select policy areas (such as climate action, land use and mobility, housing and agriculture) and to include new information since the bylaw was last updated in 2011.

The new growth strategy is called Shaping Our Future 2040. It represents the collective vision for how our region will change and grow to accommodate an estimated 193,000 people and 80,598 jobs over the next 20 years. Key improvements include:

  • New policies supporting climate adaptation, mitigation and resiliency.
  • Expanded policies for housing choices and affordability.
  • Expanded policies for food system resiliency.
  • More sustainable growth management practices.
  • New policies to support our commitment to Truth and Reconciliation.
  • New measures to monitor our progress.
  • New population, housing and employment projections.
  • New look to align with accessibility standards to optimize readability

    In December 2018, the RDN initiated a regional housing study. The purpose o the project is to gather applicable information, a mix of statistical information and stakeholder input, to provide an comprehensive picture of the region's housing needs of today and of tomorrow. This project will build on past knowledge and supplement these studies with new analysis and data. The results will then be used to update and inform the RGS policies regarding the character and location of housing needed to support livability throughout the region.

    The outcomes of the study are expected in the Spring 2020 and are intended to help advance the RGS Goal 6: Facilitate the provision of appropriate, adequate, attainable, affordable and adaptable housing and align with the soon to be adopted Provincial requirements for local governments to prepare housing capacity assessments.

    The 2017 RGS Annual Report identified a shift in progress in RGS Goal 6, which is intended to increase the portion of households living in housing that meets their needs. As a result, the RDN Board approved the recommendation to include the current policies relating to affordable housing in the RGS Review.

    As a discrete component of the review, it is anticipated that the RDN, in collaboration with the member municipalities, electoral areas and select stakeholders, will undertake a Regional Housing Capacity Assessment and Gap Analysis. The project will be initiated in early 2019 and once completed the results will be made publicly available as part of the on-going RGS Review.

    At the July 24, 2018 regularly scheduled RDN Board meeting the Board adopted the RGS Consultation Plan.

    The Plan outlines the legislative requirements to consult, and the region wide approach in which those interested and affected will be provided opportunities to comment on the proposed amendments. This is achieved by incorporating the Guiding Principles of the RDN Public Consultation/Communication Framework into the implementation of the plan, whereby, "Anyone likely to be affected by a decision have the opportunities for input into that decision".
