The Regional District of Nanaimo (RDN) has received a request for a resolution for a proposed Non-Medical Cannabis Retail Store Licence. The applicant intends to establish a provincially licensed store within an existing building on property located at 2260 Alberni Highway in Coombs. The subject property is currently zoned Commercial 2 (C-2) in "Regional District of Nanaimo Electoral Area F Zoning and Subdivision Bylaw No. 1285, 2002" (Bylaw 1285).

The legal sale of cannabis is considered a retail use and the existing C-2 zoning on the property includes 'Retail Store' as a permitted principal use (see Document Library). In order to proceed with the Non-Medical Cannabis Retail Store, the applicant has requested a resolution of support from the Regional Board to be provided to the Liquor and Cannabis Regulation Branch as part of the ongoing application process with the Province.

    The RDN wishes to thank all who provided input and contributed to this project through virtual engagement.

    The following is a brief summary of the activity on the project website:

    • 69 total visits to the page;
    • 40 Aware Participants (visited at least one page);
    • 17 Informed Participants (downloaded a document, contributed, or visited multiple project pages);
    • 1 Engaged Participant (contributed on the forum or asked a question); and
    • 11 downloads of documents from the document library.


    Staff will now proceed with preparing a report for inclusion on the Electoral Area Services Agenda. Once confirmed that this item is on the agenda, we will update the news feed with the date.
