The Regional District of Nanaimo has received an application from Toby Seward on behalf of Pine Tree Centre Holdings Corporation to rezone the subject property to decrease the minimum parcel size and to increase the maximum permitted parcel coverage for buildings and structures. The proposal is to amend the minimum parcel size from 1.0 hectares to 0.8 hectares to facilitate the subdivision of the subject property into two lots. The proposal will increase the maximum parcel coverage for buildings and structures from 30 per cent on the first hectare and 5 per cent on the remainder of the parcel to 40 per cent on the entire parcel. The property will be connected to the EPCOR community water system prior to the adoption of the zoning amendment.
The subject property (the Pine Tree Centre) is legally described as That Part of Lot 13, District Lot 156, Nanoose District, Plan 1964, Lying to the West Part of a Boundary Parallel to and Perpendicularly Distant 311 Feet from the Westerly Boundary of Said Lot, Except Part in Plan 733 RW and is 1.95 hectares. The property is currently zoned C-3.1 which permits the uses within the Commercial 3 zone and site-specific use for a vehicle wrecking yard with outdoor storage limited to 400 square metres (see Document Library). The property contains 10 commercial buildings and has been lawfully above the maximum permitted parcel coverage prior to the adoption of zoning in 2002. The zoning amendment will permit the replacement of existing buildings that are currently non-conforming.
